During the 2008 ANED Annual Meeting Professor Bent Greve (University of Roskilde) summarised key points from the country reports on disability employment policies.

There were marked statistical differences in the employment of disabled people in different European countries reflecting different labour markets and traditions, as well as differences in data collection.

Different strategies adopted include mainstreaming, sheltered employment and quota-obligations.

Key recommendations arising from the reports included the importance of setting clear, actionable targets, and regular collection of data at a national level. For many countries the most up-to date data which they have on disabled participation in the labour market is 2002. It is also critical to ensure that labour projects have clear goals and evaluation strategies.

Whilst most countries now have laws requiring reasonable adjustments to the workplace there is a need for more proactive steps on accessibility - and in particular active oversight to ensure full  implementation of legal requirements.

Recommendations:

  • Most countries need to ensure better paths for disabled people in and out of the benefit system.
  • Preferential treatment for jobs and rights to interviews can help in removing an entry barrier.
  • An increased focus on new technologies, to increase integration and employability, would also be beneficial.
