ANED annual meeting 2012 data and indicators

During the ANED annual meeting, held in Brussels on 14 December 2012, presentations were made by Professor Stefanos Grammenos, member of the ANED core research team and Martha Sticking from the European Union Agency for Fundamental Rights.

Professor Stefanos Grammenos (Centre for European Social and Economic Policy) presented an update on comparative data against key quantitative indicators relevant to the EU2020 strategy. These relate primarily to the headline targets agreed for employment, education and poverty reduction. Additional indicator data was presented on reported accessibility items.

The accessibility data (derived from EU-SILC 2007) was based on responses by disabled people to questions about:

  • Satisfaction with dwelling
  • Accessibility of grocery services
  • Accessibility of banking services
  • Accessibility of primary health care services
  • Accessibility of public transport
  • Accessibility of compulsory schools.

Figures were presented to enable comparison with non-disabled people in each country.

Martha Stickings (European Union Agency for Fundamental Rights [FRA]) talked about the priorities for disability data and indicator development in the work programme of the FRA, complementing the work of ANED.

The framework for this work is provided by three documents:

  • UN Convention on the Rights of Disabled People;
  • Europe 2020 and
  • European Disability Strategy.

The FRA’s conceptual framework for its disability indicators considers:

  • Structure – commitment to human rights obligations
  • Process – efforts to transform
  • Outcomes – results of efforts to further human rights.

Their work takes into account ANED’s data and Dotcom.

The FRA’s first disability project looked at access to political participation by disabled people, particularly those with learning disabilities and mental health problems.

Ms. Stickings concluded by proposing a road map for data collection activities of both ANED and the FRA to enable a coherent and complementary approach. This should focus on issues of EU competence and policy priorities.

In discussion, the point was emphasized that disabled people in institutions are excluded from surveys such as SILC, and specific research on these issues was suggested.
