Legal rights and public policies: mapping and monitoring

Professor Mark Priestley (University of Leeds) presented the pilot for the ANED online policy monitoring tool and options for its further development.

The development of the online tool in 2011 provides a foundation for the future measurement of progress with regard to implementation of the UNCRPD, the European Disability Strategy 2010-2010 and Europe 2020. It will provide a public tool allowing key policy instruments in different countries to be compared.

During 2008 we reviewed some of the working methods and indicators used by other organisations internationally to monitor disabled people's rights. The report, Monitoring the Implementation of the UN Convention on the Rights of Persons with Disabilities in Europe considered examples of good practice and suggests the kinds of indicators that could be used to monitor practical implementation of the Convention in the EU and European countries.
