Updated report on social inclusion issues

In preparation for the submission of new National Strategic Reports by the EU Member State governments in 2010, the Targeting and mainstreaming disability in the 2008-2010 National Strategy Reports for Social Protection and Social Inclusion has now been updated. The revised synthesis report shows how European countries targeted or mainstreamed disability issues in their policy plans for 2008-2010. It also highlights some emerging changes during 2009, such as those arising from the financial and economic crisis.

The social protection and social inclusion of disabled people in European countries

Research Leader: Prof. Anne Waldschmidt (University of Cologne)
Rapporteur: Isilda Shima and Flip Maas (European Centre for Social Welfare Policy and Research)

Social inclusion and social protection was a focus topic for ANED reviews in 2008, reflecting the importance attached to this area by policy makers. This task contributed to the Open Method of Co-ordination in Social Protection and Social Inclusion by synthesising evidence and examples from 29 different European countries. The full report is now available.

National strategies and reports

Following the streamlining of the Open Method of Coordination on Social Protection and Social Inclusion, Member States are now charged with translating the common objectives into National Plans.

These plans are submitted to the Commission in the form of a National Report on Strategies for Social Protection and Social Inclusion. The key policy documents and the reports submitted by each country are available online.

EU Strategy on Social Protection and Social Inclusion

One of our key tasks has been to review the Open Method of Coordination (OMC) in Social Protection and Social Inclusion, from a disability equality perspective, and to provide the Commission with useful evidence to support future policy development. In 2000, the EU launched the Social Inclusion Process towards eradicating poverty by 2010. The updated Social OMC is significant for the disability field because it includes key elements of concern to disability policies.
